Will the Islanders continue to be at the top of the order for waiver claims all offseason even if they made claims already?

Waste of typing. Isles were at the bottom of the league last year. If you see the Isles have made a claim, they get the player.

just wondering does he come off my cap now, since he's been picked up by the isles, or do i still have to wait the 48 hours?

Until the season begins they would be at the top of the list, but they cannot waive or trade any claimed players unless that player gets offered via trade to all the teams that placed a claim on him prior. That is in the CBA

You can be over cap as long as you want, until the beginning of the season starts. If you're over cap at the beginning of the season, you'll have 24 hours to get under cap. If you don't do so in that time, then your players will be waived for you.

If you don't do so in that time, then your players will be waived for you. You shouldn't be able to be 10% over the cap at any time. That's the way it is in the CBA, and I don't see why we shouldn't use that rule.
